Recognizing the important role of basic skills in national development, it was announced under the 'Atmanirbhar Bharat' mission that a National Basic Literacy and Numeracy Mission would be launched to ensure that every child in the country must acquire basic literacy and numeracy. For this purpose by the end of Class 3, 2026-27, a curriculum framework, engaging learning materials (both online and offline), defined and measurable learning outcomes, teacher preparedness building, assessment techniques, etc. will be developed to systematically advance.

In this regard, a National Mission on Foundational Literacy & Numeracy (FLN) was established by the Ministry of Education (MoE) on priority 42 "National Initiatives for Proficiency in reading with Understanding & Numeracy (NIPUN khE)". has been National Mission States lay down priorities and actionable agendas for Union Territories to achieve the goal of basic literacy and numeracy proficiency for every child by the end of Class 3.

Basic education is the basis of all future education for a child. Failure to achieve basic foundational skills, including basic functioning in comprehension, reading, and mathematics, leaves a child unprepared for the complexities of the curriculum beyond grade 3. Recognizing the importance of early education, the National Education Policy 2020 states that “Making universal basic literacy and numeracy in our primary schools by 2026-27 should be the highest priority. The rest of this policy will be irrelevant to the majority of our students if this most basic education (ie, reading, writing, and numeracy at the elementary level) is not achieved first.

For this, a National Mission on Basic Literacy and Numeracy is being established by the Ministry of Education (MoE) on a primary basis. The mission will focus on the following areas: Enrollment and enrollment and retention of children in the primary years of schooling, teacher capacity building,Developing high quality and diverse student and teacher resources/ learning materials, and monitoring each child's progress in achieving children's learning outcomes.

The vision of the mission is to create an enabling environment to ensure universal acquisition of basic literacy and numeracy, so that every child achieves the desired learning ability in reading, writing and numeracy by the end of Class 3.
